The European Commission has launched today a new online platform—the Virtual Worlds Toolbox—designed to help citizens explore and safely engage with virtual environments. The digital guide offers practical information on how virtual worlds function, outlines user rights within the European Union, and provides advice on working, learning, and gaming in immersive online spaces.

The toolbox also includes key recommendations on safety, cybersecurity, and protection from disinformation—tools the Commission says are crucial for ensuring people can make informed choices in an increasingly digital world.

Henna Virkkunen, Executive Vice-President for Tech Sovereignty, Security and Democracy, described the initiative as a way to put knowledge directly into the hands of citizens. “Our ‘Virtual Worlds Toolbox’ represents a new step forward in empowering people to navigate, understand and explore these new digital spaces”, she said.

Everyone should have access to the knowledge and resources they need to make the most of virtual worlds while staying safe.

The new platform is part of the EU‘s broader 2023 Strategy on Web 4.0 and Virtual Worlds, which aims to steer Europe’s digital transformation while maintaining an open, inclusive, and secure online environment for individuals, businesses, and public institutions. The initiative draws on 23 recommendations from the European Citizens’ Panel on Virtual Worlds, focusing on education, awareness and digital literacy.

The launch of the toolbox aligns with the Global Multistakeholder High-Level Conference on the Governance of Web 4.0 and Virtual Worlds, jointly hosted by the Commission and the Polish Presidency.

The conference gathers global experts to shape governance principles for emerging digital spaces. More information and access to the toolbox can be found on the Commission’s official website.
